The U.S. Department of Education’s Office for Civil Rights is taking action against a school district in Northern California due to their failure to address over 15 racist and anti-Semitic incidents reported on campus between 2021 and 2024. The district, Carmel Unified School District, must now create a new system for identifying and reporting such incidents, communicate with parents and students about unacceptable behavior, and train all employees on proper procedures.
Incidents included racist and anti-Semitic writings and drawings appearing in various locations, a swastika observed on a student’s skin resulting in a suspension, and offensive symbols found on school property. Despite efforts to address the issue, incidents continued, prompting the federal agency to intervene. The district has committed to ensuring a safe learning environment for all students, including Jewish students.
A task force was established to address hate speech, but incidents persisted, with new occurrences reported in the following academic years. Despite efforts to educate students and staff, the perpetrators of these acts remain unidentified. Rabbi Bruce Greenbaum of Carmel Beth Israel synagogue commended the superintendent for her handling of the situation and offered to conduct assemblies on anti-Semitism for high school students.
