A bipartisan group of House lawmakers has introduced a bill to counter China’s activities in Africa, particularly under the Belt and Road Initiative (BRI). The legislation, known as the Stopping PRC Environmental Exploitation and Degradation (SPEED) Act, aims to oppose China-linked entities that violate environmental and labor laws in Africa. The bill also calls for the development of mitigation strategies for the negative environmental impact caused by Chinese companies and authorizes sanctions on entities responsible for adverse incidents. The legislation references a State Department report on China’s environmental abuses and documents specific incidents in countries like Ethiopia, Gambia, Ghana, and the Democratic Republic of the Congo.
