Level 3 armor is specifically designed to stop rifle rounds like the 7.62 mm. The bill is dedicated to Aaron Salter Jr., a retired police officer who lost his life while attempting to prevent a mass shooting in Buffalo in 2022. Kennedy mentioned that Salter managed to shoot the gunman, but the gunman’s body armor prevented him from being stopped.
