Canada’s Growing Problem of Shoplifting, Threats to Retail Workers

The Canadian Federation of Independent Business (CFIB) reports that the number of Canadian businesses directly impacted by crime and community safety issues has more than doubled in the past year, now reaching 46 percent, according to Jairo Yunis.

Preliminary survey results shared by Yunis indicate that 61 percent of CFIB members are affected by shoplifting, with numbers in Manitoba and Nova Scotia soaring to almost 80 percent.

Vandalism, breaking and entering, and other safety issues are also affecting many businesses, leading to increased security costs and decreased customer foot traffic. The safety of workers and customers is now a primary concern.

Yunis emphasized that businesses are not only worried about their financial bottom line but also the safety of their staff and customers. The stress and uncertainty caused by these issues are significant.

Survey results show that 70 percent of respondents fear for the safety of their staff and customers.

Many business owners expressed dissatisfaction with law enforcement response, citing long response times, cumbersome reporting processes, and skepticism about the effectiveness of reporting crimes.

Police struggle to respond to retail calls due to limited resources and focus on emergency situations, according to Art Stannard of the Winnipeg Police Service.

The government also offers a safety and security rebate of $300 for retailers in Manitoba.

Manitoba has seen a significant increase in crime over the past decade, with 77 percent of business owners reporting issues with shoplifting, second only to Nova Scotia at 78 percent.

When Shoplifting Began to Spike

StatCan’s crime report shows a steady rate of shoplifting until 2014, after which it began to rise significantly. The pandemic caused a temporary dip in numbers, but rates surged again in 2022 and 2023.

Yunis emphasized that the challenges of shoplifting and safety issues are compounding existing difficulties for businesses, including higher interest rates, inflation, and reduced demand.
