The Chinese regime and Russia are intensifying covert efforts to undermine the United States through the distribution of deadly fentanyl, cyberattacks, and intrusions on critical infrastructure such as ports, water, and electric utilities.
In certain instances, the Chinese regime is alleged to directly profit from illegal sales by holding ownership stakes in illicit drug manufacturers. The committee states, “The fentanyl crisis has enabled CCP-affiliated Chinese organized crime groups to become the world’s primary money launderers, enriched China’s chemical industry, and had a devastating impact on Americans.”

The public policy statement denounces the West’s global aspirations as “hegemonistic.” Russia aims to reshape the world order to empower dictatorships like itself, China, and Iran. Moscow demands that the West acknowledge the complexities of a multipolar world and implies the threat of nuclear conflict—potentially targeting Ukraine first—if its demands are not met. President Putin reiterated this nuclear threat as recently as March 13.
According to the Post’s translation, the document encompasses strategies across military, political, economic, trade, and informational domains. Russia’s objective, as outlined in the document, is to challenge the U.S.-led global order backed by a “coalition of hostile countries,” which likely includes nations such as the United Kingdom, France, Poland, and Baltic states supporting Ukraine.
The Russian foreign ministry anticipates that the outcome of the conflict will determine the future world order, with plans for an “offensive information campaign” and the identification of vulnerabilities in the external and internal policies of unfriendly states to undermine them.
Until the U.S. effectively combats Chinese, Russian, and Iranian aggression against itself and its allies, it risks being perceived as weak and indecisive, inviting further attacks. The country that succeeds in replacing the U.S.-led international system with its own stands to gain economic advantages that the U.S., with its democratic principles and respect for national sovereignty, has forgone. If another nation assumes this mantle, it may not uphold the same values.
