A recent report by the U.S. Department of Justice Inspector General has uncovered deficiencies in the FBI’s handling of child sex abuse tips, highlighting the need for further reforms to safeguard vulnerable children. The report, issued by the DOJ’s Office of the Inspector General, revealed that despite some improvements implemented by the FBI, significant issues persist that could put at-risk children in danger.
The audit focused on the FBI’s response to “hands-on” sex offenses against children and found that between October 1, 2021, and February 26, 2023, the FBI opened 3,925 cases related to such offenses. The term “hands-on” refers to sex offenses involving physical sexual contact. The audit reviewed a sample of 327 incidents from these cases and identified multiple deficiencies, prompting the auditors to flag 42 incidents for immediate review by FBI headquarters.
One major issue highlighted in the report was the FBI’s failure to comply with mandatory reporting requirements. According to the findings, 47 percent of the reviewed incidents showed no evidence of FBI employees reporting suspected child abuse to the appropriate authorities as required by law. Similarly, in 50 percent of the cases, there was no evidence of notification to social services agencies.
The report also criticized the FBI’s timeliness in handling active child sexual abuse cases, noting that 40 percent of the reviewed incidents lacked evidence of a timely response. Additionally, the auditors found that 73 percent of cases transferred between field offices did not have documented verbal contact and confirmed receipt as mandated by FBI policy.
Furthermore, the report revealed shortcomings in the FBI’s provision of victim services, with 36 percent of cases involving eligible victims lacking evidence of appropriate services or updates. The audit also highlighted concerns about high caseloads among agents in the FBI’s Crimes Against Children and Human Trafficking program, which could affect their ability to respond promptly to incoming allegations.
