A former CIA officer, Brian Jeffrey Raymond, has been sentenced to 30 years in prison for drugging and sexually abusing multiple women in various countries over a 14-year period. He pleaded guilty to four of 25 counts, including sexual abuse, abusive sexual contact, coercion and enticement, and transportation of obscene material.
Raymond admitted to drugging and creating obscene material of 28 women without their knowledge or consent. The images depicted him groping and assaulting his unconscious victims. US Senior Judge Colleen Kollar-Kotelly described him as a sexual predator during his sentencing.
Raymond, who served over 20 years in the CIA, was on assignment in Mexico, Peru, and other undisclosed locations between 2006 and 2020. He targeted women through dating apps or casual encounters, luring them to his government-leased housing where he drugged and sexually abused them.
About a dozen victims recounted the trauma they experienced at the hands of Raymond during the sentencing. Some victims only learned of the assaults after seeing photos of themselves unconscious and being attacked. The ex-CIA officer was condemned for betraying his country and government.
Raymond’s crimes came to light in 2020 when Mexican police responded to a naked woman screaming from his apartment balcony. He attempted to delete incriminating evidence from his devices but investigators recovered over 500 images and videos of his crimes.
During his sentencing, Raymond apologized to his victims and took responsibility for his actions. He was ordered to pay restitution to his victims and register as a sex offender. The CIA publicly condemned his behavior, stating there is no excuse for his reprehensible actions.
The agency affirmed its commitment to cooperating with law enforcement in cases like Raymond’s. The former CIA officer expressed deep remorse for his actions and acknowledged the severity of his crimes.
