A strategic plan spanning the next decade or two has the potential to transform Gaza into a thriving manufacturing hub and global trading center.
Analysis
Referred to as Gaza 2035 within Israel, this plan may seem ambitious, but it aligns with the strategies pursued by various international development agencies and corporate entities following conflicts and natural disasters. Similar initiatives were already in progress before Netanyahu’s proposal.
This comprehensive plan envisions leveraging the debris from destroyed buildings to establish an artificial island for a deepwater port, alongside the development of essential infrastructure such as desalination plants. It also proposes the establishment of a Technical University of Reconstruction, a burgeoning film industry, and advanced sporting facilities to elevate Gaza’s global standing.
Each phase of Netanyahu’s plan involves Israel maintaining security control in Gaza. The initial step focuses on establishing Hamas-free zones to facilitate humanitarian aid distribution by the Arab coalition.
Subsequent phases over the following years involve the implementation of a comprehensive reconstruction plan, resembling the Marshall Plan, to oversee Gaza’s redevelopment and gradually transition administrative responsibilities to local authorities.
As Gazans embrace peaceful coexistence and economic prosperity, the plan envisions a gradual transition towards self-governance, potentially under a unified Palestinian administration encompassing Gaza and the West Bank.
This transformative process could pave the way for enhanced regional cooperation, exemplified by the proposed free-trade zone involving Israel, Egypt, and Gaza. Access to Mediterranean ports and improved infrastructure connectivity could facilitate economic growth and stability in the region.
Netanyahu’s Gaza 2035 initiative presents a forward-looking strategy to reshape Gaza’s trajectory and unlock its full potential, setting the stage for a transformative future.
His proposal aligns with President Biden’s call for a post-war strategy, involves Gaza’s Arab neighbors in dismantling a terrorist state they also oppose, and allows Israel the time needed to remove Hamas from Gaza completely.
Furthermore, the proposal looks towards the future, recognizing that true and enduring peace for both Israel and Gaza can only be achieved through the elimination of Hamas.
