A Bronx prosecutor resigned abruptly after a video surfaced showing him allegedly trying to meet a young boy he had been communicating with online. The clip was produced by internet vigilantes who expose potential child predators.
William C.C. Kemp-Neal, 30, left his position in the Bronx District Attorney’s office just four days after Dads Against Predators posted footage of him filmed in the parking lot of a Target store in Mount Vernon.
In the video taken on July 8 around 8:30 p.m., the vigilantes approach a man identified as Kemp-Neal, asking if he’s Marcus. Upon being questioned, Kemp-Neal, a 2021 Fordham Law graduate, immediately runs away.
Kemp-Neal was earning $84,990 as an ADA and was handling cases primarily involving assault, harassment, and child endangerment.
The men chase after him, shouting, “Excuse me everybody, this man right here came to meet a 13-year-old boy.”
The pursuit comes to an end when a bystander intervenes, grabbing Kemp-Neal and putting him in a chokehold, as shown in the footage.
Kemp-Neal is seen struggling to breathe and attempting to break free while being interrogated by one of the men.
“You wanna take him to get a milkshake, right Marcus?” one of the men asks.
“I didn’t,” Kemp-Neal replies.
The video shows Kemp-Neal being manhandled by the unidentified man, with his eyes appearing to bulge as the chokehold tightens.
Mount Vernon Police responded to the scene and questioned those present.
Although no arrests were made, the police stated that they were investigating the allegations made by the individuals present.
Kemp-Neal has not been charged with any crime.
“William Kemp-Neal worked here as an ADA from June 28, 2020, until July 17, 2024,” a statement from DA Darcel Clark’s office reads. “He resigned from the office.”
Kemp-Neal could not be reached for comment.
