Russia’s demands for ending the conflict remain unchanged, according to Kremlin spokesperson Dmitry Peskov.
Peskov stated on Nov. 8 that Russian President Vladimir Putin is eager to engage in discussions with President-elect Donald Trump regarding the resolution of the war in Ukraine. However, Peskov emphasized that Russia’s conditions for ending the conflict have not shifted.

“As soon as Kyiv demonstrates readiness to make these decisions, initiates the withdrawal of forces from the regions, and officially abandons NATO plans, we will immediately cease fire and commence negotiations,” Putin stated during a diplomatic meeting in Moscow on June 14.
Ukraine has rejected these terms, viewing them as capitulation. In response, President Volodymyr Zelenskyy unveiled a “victory plan” in November, outlining a path to NATO membership, security guarantees from Western powers, and authorization to utilize NATO-supplied long-range weapons to counter Russian aggression.
Trump has pledged to expedite a resolution to the conflict in Ukraine, leveraging his relationships with Putin and Zelenskyy to facilitate a peace agreement. While Trump has not disclosed detailed plans for a settlement, he has expressed a commitment to negotiating a mutually beneficial deal.
Zelenskyy emphasized that any concessions to Russia would be unacceptable and detrimental to Europe’s security. He cautioned against a cease-fire without firm security assurances, warning of the consequences for Ukraine’s independence and sovereignty.
During his remarks in Sochi, Putin expressed willingness to initiate contact with Trump, with Peskov indicating that the specifics of a Putin-Trump call are yet to be determined.
