Communist China’s anti-American stance is often attributed to Chinese leader Xi Jinping, seen as a reflection of his outlook and China’s position as the world’s second-largest economy. However, this hostility is not new; it is part of a long-term agenda that has been evolving for at least three decades.
This should not be surprising, as the ambition to challenge free democracies and assert China’s dominance globally is deeply ingrained in the ideological foundation of the Chinese Communist Party (CCP).
Continuing this legacy, Xi has made confronting the United States a central focus of his national strategy, particularly during his third term. He has emphasized that this confrontation is not a personal agenda but an inevitable phase in the CCP’s development, according to a senior public security official who recently spoke to The Epoch Times.
A 1991 book by Wang Huning, Beijing’s chief ideological strategist, provides evidence that the Party’s hostility toward the United States dates back at least 30 years. Wang, a current member of the Politburo Standing Committee, has been a trusted adviser to three successive CCP leaders and has played a key role in shaping ideological policies.

In the late 1980s, Wang Huning, as a professor at Fudan University, published “America Against America,” a critical analysis of what he perceived as contradictions and weaknesses within U.S. society. This marked his opposition to Western ideals of freedom and liberty, aiming to establish new core values blending Marxist socialism with nationalism.
Xi Jinping and other CCP leaders have embraced Wang’s anti-West viewpoint, as seen in the Party’s reports and strategies to safeguard national ideological security and counter foreign influences.
US Responds to CCP’s Ambitions
In recent years, U.S. officials and experts have expressed concerns about the Chinese regime’s ambitions to replace the United States as the global superpower. They have highlighted Wang’s book and the CCP’s strategies to undermine the U.S.
The report discusses various aspects of the CCP’s political warfare, including strategies to influence foreign leaders, military tactics to undermine the U.S., and the use of influential figures for CCP lobbying.
The CCP’s hostility towards the U.S. is evident in works like “Unrestricted Warfare,” which outlines strategies to achieve the Party’s objectives through various means, including cyberattacks and economic sanctions.
Moreover, CCP propaganda, promoting the idea that “China is destined for success while the United States is destined to fail,” was gaining influence within U.S. society.
During the congressional hearing in February 2023, Gallagher addressed the infiltration by the CCP, stating, “The CCP has cultivated allies in Wall Street, Fortune 500 boardrooms, and K Street who are prepared to resist any efforts to push back against them.”
The House Committee on Oversight and Accountability has determined that despite the ongoing CCP presence in the United States, the federal government has not implemented an effective strategy to combat these activities. They are calling for stronger federal action to safeguard national sovereignty and security, urging officials to acknowledge the true nature of the CCP and allocate more resources to homeland security, innovation, and critical technologies.
Gallagher pointed out that the United States had tried to build a friendship with China for many years, mistakenly believing that economic engagement would bring about positive changes within the CCP.
“We were mistaken. The CCP mocked our innocence while exploiting our goodwill,” he declared during the February 2023 hearing. “However, the time for wishful thinking is over. The Select Committee will not allow the CCP to deceive us into complacency or manipulate us into submission.”
