The directive instructs state health and education officials to develop guidelines for schools, define “cell phone–free education,” establish implementation plans, and provide alternatives for parental contact during the school day.
Critics question the direct link between phone use and teen mental health issues, suggesting that phones mainly serve as distractions in classrooms. Studies have shown that phone use during class leads to lower academic performance.
Youngkin’s order offers a more tailored approach compared to broad social media bans for minors, emphasizing flexibility for school districts and principals to meet the needs of their communities.
However, past anti-tech legislation in Virginia raises skepticism about potential restrictions on freedom. Youngkin previously signed a bill requiring age verification for accessing porn websites in the state.
